FIXED!!!!! It was the diff fuse! It had failed in such a way that it tested fine with a multimeter and would deliver 12v to the locking motor but apparently wasn't delivering enough current for the motor to run. The diff lock lights also turn...

I'm trying to fix mine right now using a plastic welder. So far so good, we'll see how it holds up!
