Looks to me like a check valve/one way valve. If I am right, that also pretty much describes what it does.

what about the open ended hose into the frame?

looks like the hose connects to the boost compensator?

is it just a long release valve for the turbo?

Pretty sure that hose is a vent for your fuel tank. The red thing is a check valve, it's there for water crossings I presume.

Yeah I have been told it leads into your frame....

Pull it out of the frame...remove from truck and blow air thru it. If plugged clean it out.
Looks like a fuel tank vent.

These get plugged with crap and a cleaning will get rid of that whoosh sound when you open the fuel cap.
