Can't find a loose vacuum line anywhere.

Strangely mine is ran to another port on the lower side of the breather housing that is in direct alinement with that port. I'm not sure wether that is right or not though.

mine is also "T'd" off with another vac line if nothing else cap it as that particular port bypasses the air filter and can suck dirt or junk straight to the engine.

Mine is from a '78 fj40 w/ 2f Ca model, but it should be the same or similar enough.

Mine goes into this

and then it splits off on the right to the distributor and the left line travels all the way back to what looks like the intake manifold.
The top right of this pic shows where the line goes into the intake manifold

and yea...lots of color going on under this hood...

I can't recall the name VAV? Vacuum control valve which vents the the distributor directly to the clean air side of the filter when vacuum is applied. There is something else about the EVAP but I may have that confused off the top of my head.

It connects to the VSV that clips under that side of the air cleaner that is used to vent the distributor cap. The hose end circled in red, connects to your open port. A larger version of this drawing can be downloaded here: http://www.sweetillusions.org/toyota/6.pdf
