Going to tear into this one tomorrow. This is on the Toygoata.

what is that a mixture of? Coolant and oil?
 
I think it is 1996 gasoline turned to varnish and crud.. The Carb is crudded shut with it.

I had to pry it open.

Pulled the PCV off. It is in bad shape internally. It is essentially a piece of pipe with nothing inside. Looks like the PO was driving around with the crankcase blowing straight to the intake.
 
good job finding the problem. The pictures make it look like its a rebuild waiting to happen.

Looks like a lot of blow by in the cylinders. The PCV valve is basically a check valve that prevent air gas mixture from going into the crankcase. The purpose of the tube is to suck any blowby gases out of the crankcase and dump them back into the intake to be burned. The tube from the air cleander to the valve cover is to make up for any fumes being pulled out of the crankcase with filter air. P=positive C=crankcase V=ventilation. Your looks like it has way to much oil mixed in and looks like ring blow by. I would do a compression check.
 
Compression test is next.
 
Did you add anything to the cylinders and let it set for a few days? It be the rings aren't seating since the engine sat so long. Even if you had to replace the engine you still going to end up with a nice cruiser at a great price. Good running used 2Fs are easier to find than earlier F engines that are still running good.
