Wiper motor question

Another new electrical problem. Still chasing a gremlin. Now my wipers don't work. New wiper motor from City racer and a new OEM wiper switch. Fuse is good and the wiring harness is good. So now I take my multimeter and have 12 volts at all four wires to the motor even with the key off.
I have been studying the wiring diagram but not finding anything. Appreciate the help
 
I don't think the wiper motor should have power with the key off, my 72 doesn't. Second how is the case ground. I think the motor needs a good ground, check with a VOM.

I don't think it should have power either. And my hazard lights come on but blink once and then just stay on. All four corner lights are on.
I'm using one of the wiper motor bolts for a ground.
 
If it’s all hooked up correctly and your harness is good, then I would suspect the fuse block being bad, or the ignition switch. On the stock fuse block there aren’t but one or two fused locations that provide power when the ignition is off.

If it’s all hooked up correctly and your harness is good, then I would suspect the fuse block being bad, or the ignition switch. On the stock fuse block there aren’t but one or two fused locations that provide power when the ignition is off.
The power routes through the hazard switch and is constant. But the hazards come on but only blink once before staying on. And it looks like the wipers are activated by the ground.
 
Check your bulbs, when the lights stay on it means a bulb is out - since both are lit it means one on each side is out.
 
By chance are any LED's - they don't use enough power to heat the blinker circuit enough to blink.

I would check the proper wiring diagram, seems like some stuff is wired incorrectly

I am using the FSM schematic and trying to follow power and grounds. I've purchased lots of connectors and assorted goodies from coolerman.
