You tire dealer should carry steelies in stock. They run about $40 a piece, which is what I paid for the Subi.

So far, for new rims, best deal seems to be Costco at $52 each for black steelies, 16" x 6.5. Waiting on a quote from Fountain Tire where we bought the winter tires from last year.
Canadian Tire has them for $54 each.

FT's quote:

Steel winter rims for your vehicle are $70ea ($280 set),
Mounting and Balancing of tires (you have) $30 ($120 for 4)
Tire Pressure Monitor Sensors- if vehicle have them $90ea ($360 for 4)
Program Sensors to vehicle $44 set.

Granted, I don't need the TPMS..just stick some tape over the damn annoying light...but still....
