there's no weird service items or service gaps around Harvey (August of 2017), so i doubt it was flood.

Make sure you check the diff lock and 4LO when you test drive. I doubt it's the same car, but I broke one there and all sorts of Check VLC system lights went off on the dash.

Are those OEM Toyota wheels? They don't look like it and I don't think they would look good on an LX.

Since you are from Austin, check the San Antonio Craigslist. They seem to have better selection and prices.
