why am I still having problems loading about 50% of pics.?

Sometime back, after the new forematting,.....I saw a few posts asking if anyone else was having problems getting peoples posted pics. to completely open.
I am using windows 7, and about 50% of posted pics., only open about half way,....what gives?????
