White Noise when electronics powered on

I'm looking at a Land Cruiser and it is making a hissing white noise when the car is on. It doesn't matter if the engine is on or not. Even in acc it makes a hissing white noise. It seems to be coming from the center of the upper dash under the windshield. Has anyone encountered this before?
