If the rust is confined to the front bumper, I'd pay her asking price, which is more than fair, if everything checks out. As to the bumper, I'd slap on a new CCOT aftermarket replacement and call it good.

I wouldn't. I have heard of at least three CCOT replacement FJ62 bumpers that rusted incredibly quickly. I'd look for someone that put on an ARB bullbar and buy their old OEM bumper. Looking at the pics again, that's about the rustiest OEM 62 bumper I've seen - it now makes me suspicious of rust on the rest of the rig...

It's still a steal at 3K. I'm serious - if you don't buy it, give me her phone number or email address. My Fj62 is going away in about a month and I'll be needing a daily driver...

If it lived in the rust belt, check under it closely. Lower fenders, in particular the left rear lower quarter panel. Everyone I've seen from up there is rusted. It does look like a great find.
