The directions are not very clear that came with the hubs.

Do I keep the part marked with an arrow in the pic with the new and old cap assembly? It looks like it is already in the new hub but held in the locked position with a ring marked in the other pic. Do I just remove that ring and install the new cap assembly?

I'm confused

I take it you had the hub style with the parts on the leftin the top picture, and you wanted a new cap, and you got the part shown on the right in the top picture?

If that's correct, it appears that you had a heavy-duty model hub, and you have a light duty replacement cap. I'm thinking the two aren't interchangeable.

I have a set of the heavy duty hubs, like the left side of the top picture.
 
Yes, top left is the old hub cap assy and clutch mech. The new hubs are the 28771, listed as premium hubs so I figure they are as good as the old.

I think I have it figured out now. The insides are just set up a bit different. The clutch on the new style stays inside the body and does not come out with the cap assy like the old. I will rebuild the old ones and keep them for a spare.
 
The part you are talking aobut is already in the hub. But somewhere there has to be something that pushes or pulls the splined section back out or you will never be able to unlock the hub..
