VSV operation question

12HT VSV shut off. Trying to figure out how the electrical part of this works. I put power across the terminals and don’t hear any clicking noise. I tested a different VSV valve I have the same way and can hear it clicking and the test lamp dimly lights up. I am assuming that the VSV shut off is normally closed and it takes power to move to open-open the vacuum port to move the shut off butterfly to open/on. Thanks

Yes that is my understanding.
When my valve failed, the engine could run just long enough to produce vacuum for the butterfly to shut and choke it off and make it stop.
