Voltmeter Stuck at 0

I’m having some issues with my gauges. Primarily, the volt meter always reads 0. I tried changing out the ALT-S 7.5 amp fuse (#9) and the MET 7.5 amp fuse (#63) but no changes.

Also, seeing a few second delay time from cranking to when the rest of the gauges start reading.

My issues started about two weeks ago. I put in a new battery about six weeks ago.

Hoping this is not the start of electrical gremlins. Anyone had and resolved these issues?
 
there are known issues with the "stepper motors" in the gauge cluster. it seems to be the most common w. the 2004 model year
 
Use a volt meter and check the voltage at the battery. See whether that is shown on the volt meter in the cluster (ignition on). All happened after the battery replacement so something to do with the battery or the connections.
