Unusual failure spotted on morning walk

Saw this yesterday morning on my usual walk. Looks like someone ended up stranded..

I saw on one of the 4x4 videos on youtube (4WDAction) One of them rip the alumnum knuckle (the eye) holding the outer tie-rod on a 200 while just cruising on a sandy road (10-15 kmpH) and barely hitting the outside edge of the wheel with a root. Quality is a question now.
 
Based on the plate it is a Government of Ethiopia vehicle, probably from Ministry of Ag or Forestry. My guess is that it's been abused since new and any maintenance was probably done with used parts or "Toyota" parts of questionable authenticity. It will probably sit there for a week or so till someone comes to look at what broke. Then it will sit for another week while they try and round up parts (if not longer). Finally they'll probably fix it in situ.
