I cannot get the cone washers to budge. Anyone have any other suggestions?? I have tried wacking the end of the bolts as suggested in the latest post along with the earlier suggestion of tapping the sides lightly but still no luck.

Dan's method will work, but if you have any corrosion with the cones it takes a pretty good whack to get them free. I use a brass drift placed on the end of the bolt and give it a whack there. You can give a much harder hit without doing damage this way.

spray them and keep doing what Cruisergreg suggested, I use a brass drift with a 5lb mini sledge.....tap tap tap rotating to each one. They will eventually start to pop loose.
 
As was suggested.

I use a brass drift or equivalent.
Unscrew the nuts just far enough to protect the threads.
Hold the drift against the stud as if you were driving the stud into the hub.
Strike the drift and the cone washers should release.
It might need some good impact.
