In the UK and the EU even though we have a 3500 Kg towing limit for the Landcruiser we are not allowed to tow any trailer over 750Kg without breaks and I would not be happy to tow such a large weight with out them irrespective of our laws other than perhaps the short distance between farms in an emergency. The police here often have spot checks on trailers and we can get called off the road while they check for road worthiness which includes looking at breaks, tyres and general road fitness of both vehicle and trailer which includes the suitability of the trailer and vehicle for the for the road and load. They impound trailers or and vehicles that they consider unfit for the purpose. Every now and then they have a purge and can have road checks for miles around to prevent people from giving them the slip. Some of the worse offenders of towing are some holiday caravan owners who inappropriately load the vans with poor loads distribution and you can see them swaying about as they proceed on there way. I have even seen a caravan that was swaying so badly that it jack knifed and turned over pulling the towing Range rover on to its roof and this was on a straight and wide road! By far the worse offenders are farm tractors with unstable loads of silage or hay and these are often seen leaning very heavily to one side as they make there way.
