Timing Light Question - Ball & Line

Ok, so a neighbor came over that understands cars a bit. I told him that the FSM stated that 7 degrees is the desired setting. I understand that each '40 is different. Mine has a Pertronix EI installed. so it may require a different timing set - i.e. 13 degrees, etc.

He stated that I should set the timing light to "0" and when I saw the dot, it would be 7 degrees. Is that correct?
 
The BB or dot is at 7 when it is lined up with the pointer. There is also a line on the flywheel that is TDC and would be 0 if lined up with the pointer. If you slowly rotate the engine over, you would see the BB, then the line in the window.

So if I have the timing light set to zero and the pointer is on the white dot - it is at 7, correct? That means if i want to get to say... 13 degrees, i would move the dial to 6, and that would be 13 degrees?
 
That should be correct.
