For what you're intended use is, it's a pretty good starting point. 33x 9.50 or 33x10.50 on stock or dimensionally equivalent wheels will fit. 12.5 or wider will require rear fender trimming. Your drivetrain will hold up to 33's or 35's no problem. It wouldn't be terribly hard to clean up the wiring. The gutter is available from a few vendors or, take the top off and go topless/soft top.
 
I agree if your goal is just a driver then this is not a bad choice if the price is right. (and as you point out that is a local thing). You want to get your head (and supplies) into electrical work; but as many will tell you, it looks worse than it is in the long run.. just tedious... and more tedious (bears repeating).
