Tachometer not working

Here is the procedure for On-Vehicle Inspection for the IC type Regulator on page 9-12 and 9-13 on in the the Charging System chapter of the 1980 2F Motor FSM

You will need the Voltmeter and Resistance/Continuity functions on your multimeter in order to test to see if the Voltage Regulator is working correctly.

If you know someone with a multimeter and who is familiar with taking these types of measurements, then it is a rather straightforward set of measurements...take about 10 mins.

I was surprised how small and simple it is, how could it malfunction?

I'll take another look at the information provided in the FSM wiring and circuit diagrams to see if I can explain how it works...but the circuit is complicated and the information provided not too detailed...

Check the cable at the transfer case before you start pulling the dash apart. Mine was broken at the case.
