I've got factory Toyota wiring diagram books for 86 pickup/4Runner, 89 4Runner and 89 pickup and they all show the low fuel light wiring as yellow/blue. You have yellow/green, I guess the poor bugger that built your wiring harness must have been color blind! With the exception of the 89 4Runner the yellow/blue runs from the cluster and connects to the rear harness in the connector under the passengers seat. The 4 Runner has an extra connector under the passengers side kick panel before it connects under the seat.
