This is my second bj74 and both had the same problem. I had to pull the fuse because the horn came on and it would not shut off. Any ideas why and how to fix it? I seem to recall this on my old bj60

Take the horn cover off and give it a clean,you will probably find the contacts are stuck or a wire is loose.
Could also be a weak spring.
Pulling the fuse out is a good idea as this can be a fire hazard.
