starter ground strap

I have forgotten where the starter's ground strap connects to the frame.
I see one little 8mm self tapping bolt on the frame that might be the connection point.
If it is, it is very dirty.

Does this location on the inside of the frame rail sound right?

I had this problem only a few days ago. It should be that 8mm bolt just near the suspension mount.
