EPA 3520 code E calculates by year, but it also says 21 years (HUH?)
DOT calculates by month of manufacture.
Customs is unspecified.
I believe I'll be using an export broker for inspection, any insight would be appreciated.

You have those reversed. The EPA requirement is 21 years and uses the month of manufacture.
The DOT uses year only. Therefore when you comply with the DOT rule the EPA rule is a non-issue as more than 21 years have elapsed.

Glad to help. I don't want people waiting for a particular month if it isn't necessary.
I can't help with an exporter but if you need an importer on the east coast of the USA, I can make a referral.
Can relate to the wait. I bought my truck in April of '12 and picked it up at the port in March of '13.
