Some Helpful Info for Steering Wheel Tilt and / or Telescope Failure

Hello Forum,
I did a few forum searches and couldn't find this info, so figured I'd share my experience.
Note: Per the FSM, I also did some checking of Voltage using a Multimeter.

Basic Troubleshooting Decision Tree

Auto Tilt and Telescope Don't Work (when you Turn Off / On the SUV), but Manual Tilt and Telescope Do Work (with the Button): Auto Turned Off in Techstream

Tilt Works / Telescope Doesn't: Most Likely Bad Telescope Motor (Order New Motor via Amayama, Impex, etc. since USA dealership price is $$$)
- Note: Could be Wiring or just the Telescope Portion of the Switch went Bad. Can do Additional Troubleshooting with a Multimeter.

Telescope Works / Tilt Doesn't: Most Likely Bad Tilt Motor (Order New Motor via Amayama, Impex, etc. since USA dealership price is $$$)
- Note: Could be Wiring or just the Tilt Portion of the Switch went Bad. Can do Additional Troubleshooting with a Multimeter.

Neither Tilt Nor Telescope Work:
- Plug In Techstream. Attempt to Connect to Tilt / Telescope ECM. If Cannot Connect to ECM, check Appropriate Fuses. If Fuse(s) are Bad, Replace Fuse(s).
- Plug In Techstream. Attempt to Connect to Tilt / Telescope ECM. If Cannot Connect to ECM, check Appropriate Fuses. If Fuses are Good, ECM is most Likely Bad.

- Plug In Techstream. Attempt to Connect to Tilt / Telescope ECM. If Can Connect to ECM, Either Switch is Bad or Both Motors are Bad. If both Motors worked Recently, most Likely the Switch is Bad. Note: Could also be Wiring. Can do Additional Troubleshooting with a Multimeter.

Tilt / Telescope ECM Replacement

The Tilt / Telescope ECM is located behind the Driver Side Dash, just behind the Switches for the Rear Side Windows.
You need to Remove the Bottom Portion of the Dash, along with (2) Pieces of Black Plastic HVAC Vent to remove / replace it.
Each piece of HVAC Vent is held in with (1) Screw, accessed from Below the Dash. The one for the Upper Piece is found by laying with your back on the floor and looking up towards the back of the dash.
The ECM is held in by (1) Nut, accessed from the Front of the Dash, and (1) Bolt, accessed from Below the Dash.

I suggest examining the ECM for Water Marks, since it's not uncommon for Windshield Leaks to occur in this area.
Examine both ECM Plugs for Corrosion as well.
You can try Unplugging and Re-plugging in the ECM. It didn't work for me, but it might for you.

I purchased a Used ECM from eBay.
Check the eBay Pictures for Water Marks and dirt.
Personally, I wouldn't buy one that isn't Clean.
The one I purchased was around $80.
Toyota / Lexus List Price is around $925. With discount it's still over $600.
Early (1999 LX470) Part Number is 89227-60020.
Check the Part Number on the ECM you remove, and verify that's the correct part number for your VIN via the Toyota or Lexus parts website.
89227-60021 and 89227-60022 are also Tilt / Telescope ECM Part Numbers for the 100 Series and may be compatible with all years, but don't quote me on that.
