Does anyone know if you can sell a California-registered and operable vehicle that won't pass California emissions standards to someone out-of-state? I know the seller is responsible for the vehicle passing smog if sold in California. Because emission standards vary, and many counties that are non-congested do not require smog certificates, it seems that there must be a way to do this. Thanks for any insights!

By the way, I am looking to sell my beloved 78 Fj40 that is a real beauty and runs great.
 
That's wild, I didn't know the seller was responsible in Cali to pass smog! Is that for the fist time or just that it has to be registered to sell it? I bought a cruiser completely desmogged and it is required where I'm at. I would think you could sell it in any condition considering you can buy a non-running vehicle. What else is the seller responsible for in California!?
 
I am pretty sure that the only requirements you have to meet are the ones that apply to the state you are registering the vehicle. No smog req. = no smog.

I'm in GA & have never had a smog test done on anything. Pretty sure it varies based on the county of registration in GA. Have seen some testing facilities when I'm in Atlanta. The article linked above says every vehicles between 3 & 25 years old require annual testing.
 
I'm in FL and we don't even have a yearly car inspection. So I'm sure you could sell it here.
