Small Rust Spots Hood chips etc..

Plan is to do a full repaint in few years, but I want to keep the rust monster away. I've got a dremel and some small cans of rust bullet. What is the best, easiest, not make it look worse method?

For the small spots I was thinking, Dremel wire wheel to remove rust/paint. Toothpick on some rust bullet, toothpick prime then touch up paint. Good idea?

How about the wheel arches? Should I hand sand the entire arch, tape off then spray prime and paint?

Should I treat the hood spot by spot or spray as one?

I've read a bunch of articles but I need some encouragement from you guys.
 
Have you done anything yet? Claybar it first.
