Setting timing on a 95 Truck

My friend has a 95 Toyota truck with a 22re. I was going to check/set the timing for him but the tag was missing under the hood. What is the correct timing setting and rpm for the 95 22re? Do you have to jump the terminals as described in the manual. The manual doesn't specify a year for jumping the terminals it refers to the under hood tag.
