Seized Spare Tire Crank

I put a tie strap on the cargo area hold down hook to hold the tire down but the hook mount looks wimpy. Don't know if it would hold in a panic stop???

Any cheap ideas on mounting the tire down somewhere where it will not kill me if I stop fast?
 
Not sure if someone already mentioned this but I let out the most of the air from the spare and then applied PB to the whole chain assembly. I reapplied it the next day and then beat the hell out of it with a 3lb maul. I was able to break free most of the links. That may work for you. Down side to my story is that the wheel thing at the top on the crossmember was hopelessly rusted together so I cut off the whole damn thing. I am sure a few guys have extra rear crossmembers so you'll have luck if you post a thread in the parts wanted area.
