Secondary fuel filter HZJ76

Went thru the search and seen some 70 series owners with 1HZ's that had secondary fuel filters.

Is that a requirement for US diesel fuel (bad quality)?

Also, didn't see if those filters assemblies were aftermarket or OEM parts...
