couple questions: It looks as if the outrigger frame plates are tapped. are there nuts behind the plates?

the usds outrigger design that ties into the usps radius arm bracket with the crossmember is briliant. the outrigger between brackts would be a great place to start the skid and fab back

you are correct on both accounts, nuts are welded on the inside of the plates and the front of the skid plates starts off the front outrigger.
