I just happen to have one of the new rings. See below...

This photo helps a lot. Now I can see that the grooves are only in every other position between the fasteners - so you can still get water accumulation (as I do) after a wash.

By "the light," do you mean the little bright spot above the front tire in the wheel well?
If that's what you're seeing... -it's just a small part on SPC UCAs that are shiny metallic & reflective.

No spacers.
