Sandblast
Sandblasting is about your only option. It sounds like the PO didn't clean the bed properly before spraying the liner. If you want to recoat and don't mind doing it yourself, look up Rattleguard on Ebay. It comes in colors, you can do it yourself, it's not that expensive and is a good alternate to a commerical location. 1 1/2 gallons will well coat an FJ40.
