Don't paint heatshield if you can avoid it - actually absorbs more heat that way. If it's really rusty and you must save it, try painting it white, although I'm pretty sure even white paint absorbs IR heat.
I believe some of the heat shields are still available from Toyota. I had two heat shields completely missing on my 62 (outboard cat, muffler). I made new heat shields using this Mishimoto embossed aluminum heatshield material from Summit Racing.

It cuts & bends easy, and is really easy to work with.
The trick to making a good heat shield that's stiff and doesn't vibrate/rattle, is to add bends, roll/fold the corners, and if you have a large flat piece, emboss it with ribs (I used a ball peen hammer and lightly tapped "trenches" into it with a u-shaped piece of metal on the other side). Think like how the factory heat shields have all those shapes stamped into them.
The one I made for the cat is definitely effective, can't speak for the rear one as I don't sit back there.
At least on my 62, there were all sorts tabs and brackets underneath that the original heat shields attached to. I just put self-drilling sheet metal screws through the shield into those brackets. Use short screws so you don't accidentally pierce the floor. I suppose if the brackets are in really good shapes, you could use existing tapped screw holes (if any), but that wasn't the case for mine.
