Removing Broken Bolts

Ok...so I have several broken, highly rusted bolts in the rear bumper (where the bumperetts attach) that broke off when I removed them. I've been trying to find a way to remove them. I've tried drilling but have only managed to burn out bits or break them. Any suggestions on bit types or bores that I can use to get these bolts out? Once the bolts are out...I'm ready for rust treatment and paint...
 
Broken bolts suck. Get a good bolt removal set with left hand drill bits included. Use lots of oil and don't run the drill too fast!!! Patience is everything. I have found most of my bolts will come out with just the reverse drill bit. And as mentioned, heat is also a good thing.
 
Luke...found those left handed bits today...they worked like a charm. Managed to get about 10 broken bolts drilled and tapped out of the frame. Tomorrow I blast parts I couldn't sand...and then its wait for the Eastwood products to get here to finish up the frame. Thanks guys...
