I was testing my cooling system for leaks and when I pump up the pressure (13psi) I can notice the lower radiator hose expand not like on the verge of explosion but noticeable. The hose is only a year old and when I put it on I noticed the rubber seemed softer than the upper hose. Is this something normal to expect when testing or is it a reason to be concerned?

I would replace it...:hmm:

Replace it. There is no reason not to, they're cheap. Hoses should never balloon, especially at 13 psi.
