Quick 4 wheel drive question

[Toro 85 BJ70]

I just picked up my BJ70 (1985) and it has manual hub locks. To engage the 4WD(h) do I have to turn them to the lock position? In other words, is the vehicle not in 4WD unless the front hubs are locked?

Place the transfer case lever into 4H (or 4L, both are 4WD) and lock the hubs.

In other words, yes.
