removed = no resistance = no voltage drop. You were just measuring a single bulb, which would have been 12V.

Thanks, that was the key to the puzzle I was missing! I feel kinda dumb for not realizing that, it was just one of those things that you (I) don't think about. Glad we got this figured out.
