Question about rear cross member bolt holes on 1978 FJ40

Should all of the 12 holes for the bumperettes and rear step have captured nuts on the back? On my rusty 78, only the left 4 holes for the bumperette have captured nuts and just 1 on the right. Thanks

I'm guessing they should all be captured nuts. Likely broken off due to rust when they were removed in the past.
