PTO Leak Question

The PTO is leaking on my truck right were the drive shaft for it comes into the winch it self. I'm guessing the oil seal is done. Is the part highlighted in the illustration below the seal that I'm after?

If it is, how involved is the replacement of it?
 
Yup, it's a pretty std seal IIRC, likely your local bearing shop will have on in stock - measure it up. The toy PTO winch is very simple to take apart.

You might also want to check for play on the worm shaft 38135, this will cause a leak & may be the source of the seal failure, if there is play, replace 38123A/38124 with thinner shims to get the right preload on the bearings.

Also look for scoring on the worm shaft. If that's present the new seal will get damaged soon.
If scoring is present and not too bad I usually touch it up by fine (waterproof) sandingpaper and scotch-brite.
Eventually don't press the new seal in all the way but stop about 1mm before it bottoms.
 
Do I need to remove the whole winch though or can the seal be pulled while the winch is still on the truck?

Depends a bit. How much space is there to work with your tools. What kind of tools do you have available....
If you can get to the bolts holding the carrierplate (38113c in the exploded view) then there is no need to unbolt the winch.
