PTO fram spacers

PTO frame spacers

Does anyone know how they are supposed to be aligned? there are 1 large and 1 small for each side. Small on top or larger one on top?

The smaller ones go below inside the frame rail.

Like Pete said small one inside the frame rail. The small one just align the washer and nut. About half the PTO winches I have picked up the smaller wedges have gone MIA over the years.

That's what I thought but I wanted some verification. I can see how the bottom one gets lost more easily. Not sure if it's really needed. I left it out for now but will look at adding it back in when it warms up.
