Power Steering Not Working After Pump Rebuild

I just rebuilt the power steering pump in my 1HZ BJ70, bled the system by rotating lock to lock with engine off and also with engine running several times (front wheels off ground). I do not feel the fluid in the reservoir getting warm so I am thinking that the pump may not be operating. No squealing or whining moises. Fluid in reservoir is not foamy. Has anyone experienced this problem? Could I have a massive air lock? Could the pressure relief valve be stuck? Should i loosen the banjo fitting on the pump and crank the engine to see if fluid is being pumped? Any suggestions from you experts would be appreciated before i pull the pump again. Thanks in advance.

Update. I removed the pressure relief valve and checked it. It seems to be moving easily.

Well I removed the pump again and found that I had not aligned the internals perfectly and the pressure plate was at an angle and not maintaining the metal to metal seal required to allow the pump to build pressure. Removed the internals again, cleaned everything well, relubricated with transmission fluid and reassembled. All good now. Hopefully this helps others if they come across the same situation. It is more than critical that everything is aligned perfectly as the tolerances are very fine. Thanks to everyone that took the time to read the post. Cheers
