Powder Coating over Chrome???

Found a set of 16" factory chrome wheels that I would like to powder coat Black. Can this be done???

if you take them to a PC place they will suggest sand/bead blasting to take the chrome off and then PC them.
If this is a DIY then I suggest you take the chrome off....
Either way it has to come off....or it wont last
