Yes, it should be negative ground. You might want to consider some environmentally safe antifreeze since there wasn't an overflow bottle unless someone added it.
Mike Fox may still have a set of 650-16 military Michelin XL's, I've got XZL's which is a great tire, their wet road manners might not be too good though. Otherwise a 215/85-16 or 225/70-16 will be about as close as you'll get without going to a bias ply, a little wide for the stock rim though.
