When I got my 62 over a decade ago, the portion of each front fender was gone from rust, as well as part of the inner fender where it bolted to. I've welded, repaired and painted the fenders, and now I'm in the process of reinstalling them. The inner fender in this area is a little wonky because of past poor repair attempts, and I'm going to have to bend/manipulate it a bit to get it into proper position - but it's not immediately obvious of how it interacts with the outer fender. I can't tell if it's supposed to stay "in front" of the outer fender like it does above the wheel, or if it transitions behind the fender.

A good photo of these two areas would be super helpful. These are the best I've been able to find on Google, but aren't super helpful because they aren't close up.

The inner wing panel is always over the outer wing, no transition. The gap gets seam sealed along the edge, then covered in stonechip along with the entire inner wing surface.
