Go the POR route, my father & I have used it on our 73 pig, & so far so good. That is the perfect canidate for POR. When you have "rot" then start thinking panels for replacing.

on my fj55 its a rusty ole bitch, I just slaped some POR15 over the rust spots, no prep........just brushed it on..........3+ years latter its faded but the rust hasn't gotten any worse(where I POR'd it) Pretty amazing stuff. It actaully made the flaky rusty edges stronger then before.

POR 15 it then worry about what kind of interior "design" to do. It is my understanding that POR 15 takes paint just fine.
