OE heater core and T's busted

Hey BS,
My HVAC is working properly except for one thing, no air will blow from the floor vents. I get hot and cold in/on every setting through the proper vents. Would you say that it is the same problem and same solution to your situation here? I am assuming so but want some input before i tackle such a big job.

Does the heater box come with the heater core and actuators already installed?

Is your carpet covering the outlet? That might seem like a stupid question but you'd be surprised how many I've seen covered up

@jbuswim , it could be something similar but as Rolocado suggested, do some investigating first. There is another actuator under there that controls the baffles for diecting air to the different vents, post AC/Heat. It is not easy to get to.
