No Start. No Crank. Lost

A little background. I recently had a family member gift me a 1 owner 1999 Lexus LX470. It sat for 10 years minimum on a slanted driveway, nose down. Its has 440k miles. Per owner input the rig worked without issue when parked. Got it to the house. and proceeded to do the following. I will say despite block rust on top the engine turns over by hand.

1. Replaced oil
2. Replaced Fuel Pump
3. Pull majority of old fuel and put in 5 gal of premium
4. Replaced battery & Terminals
5. Replaced intake filter
6. Put in Neutral, Tried to start..clicks no start. Dash comes on.
7. Made sure antitheft isn't engaged. (no blinking/solid red light)
8. Pulled intake and replaced starter.
9. Replaced starter relay
10. Put it back together tried again. Same thing.

Now I am lost. I researched the following

1. It could be the tumbler. However I'm getting a click so it's sending signal.
2. It could be Neutral safety switch?

This is beast is stuck in my bros driveway. Id like to get it at least started to see if this is worth doing anything with. What a fantastic build quality these have. Very impressive and easy enough to work on (so far), but it has a ton of miles. Any feedback is appreciated.

Any sign of water leaking into cab on driver/pass side under the dash?

Was the fusible link also replaced or were those fuses confirmed to be good?

Double check battery voltage.
Mine will light up gauges and everything but if it doesn't have just the right voltage, it will only click and not turn over when attempting to start.

Have you confirmed that the voltage reading at the battery matches the voltage reading you get grounding off of the engine block and body?

I would try bypassing the immobilizer anyways, as that's one of the most common no-crank causes with the 100 series.

you may want to pull the fuse block and inspect it for melting / corrosion, its an issue with the EFI relay contacts, there is a big thread about it on here some where

I had a similar experience with no crank, no start during my early ownership of mine. It was intermittent at first and gradually gotten worse. Ended up towed to a Toyota shop, TS found fuse box corrosion, appears not uncommon especially my LC was from Michigan.

Would you elaborate on this please? Are you saying to take a reading while the engine is running?
