More detail: year, LC or LX - electrical routing might be different. Not sure what you mean by tried fuse 10. And of course, anyone been messing with the truck wiring that could have somehow disconnected something, etc.?

Both the power outlet (cigarette lighter socket) is down, as well as something not functioning on the passenger seat? The fan for cooling or the heater elements, or ??

In any event, if you haven't encountered this before, Toyota usually uses multiple fuses to control one thing.

For the power outlet, on the drivers side interior fuse block about mid-way in the fuses, center row is a 15A fuse labeled CIG (in my truck). That controls power to the outlet.

For the passenger seat, there are a couple of fuses deserving a check. Both on the passenger side, interior fuse block. I don't have my truck at the moment, but I think they are (1) 10A SEAT-A/C FAN, and (2) 20A S/HTR

That would be three fuses to check.
