The new forced window width format is carrying through to what used to be small pop up windows, so that you can't see all the contents unless you widen the window or scroll way right after it pops up.
examples: the "manage attachments" window looks like this until you widen it or scroll, i.e. you can't see the upload buttons:
If you click on the number of posts a thread has a window with each user's post count pops up. You can't see the post counts now unless you enlarge the window or scroll way right (oops, looks like I scrolled a bit, which of course loses the usernames, making the window useless):
That's what you get for messing with stuff!
