New Rear brakes Squeak/ Squeal on right turns.

Any idea if the parking brake is actually supposed to hold the truck solid? I know the P-brake does in my manual sports cars, but the weigh 1/3 what the truck weighs. It needs an adjustment at minimum since it doesn't hold the truck at all.

Yes, it should, hence, the term "parking brake".....Otherwise it would be called "pull this lever to make you feel better and think you're doing something lever."

Have you checked the preload on the wheel bearings?
